Following and monitoring a person's activity, reporting their movement, people they are meeting with, places they frequent is all part of conducting an investigation.

Obtaining video and taking photographs that are in focus, clearly identifying subjects take experience and the right technology for a variety of situations. Equipment that can clearly take usable photographs or video with accurate date and time stamping, from hundreds of feet away during the day is rendered useless when night falls. Mobile surveillance, that is, following a subject from place to place requires a special skillset.
